Job Description:

The applicant will direct the technical activities related to various engineering tasks in support of design-to-build programs. Primary activities include program planning and coordinating the day-to-day tasking of a multi-disciplined and remotely located engineering team while managing to an overall program budget.

This position is located at the RTSC, LLC Customized Engineering and Depot Support facility in Indianapolis, Indiana. The successful applicant will be the primary interface between U.S.-based Engineering resources and the in-country team belonging to Raytheon's Threat Reduction Organization (TRO) offices in Kiev and Moscow. The applicant will assist the Raytheon Program Office (located in either Reston, Virginia or abroad) with technical decision-making and will be the primary point of contact for engineering for execution of existing work as well as providing inputs to proposals for new business. For most TRO efforts, the candidate will work with a Chief Engineer/Project Engineer located in Europe to coordinate the activities of the local (European) engineering team, engineering subcontractors, and system integrators.

The Project Engineer reports through a Program Engineering Manager located in Indianapolis, Indiana, to the RTSC Central Operations Program Lab Engineering Sr. Manager. Central Operations includes Indianapolis, Houston and employees working in the central region of the United States at customer facilities. The Program Engineering Laboratory is Engineering's primary interface with the Program Office and Business Development for execution of existing business and pursuing new business. For new business pursuits the Systems Engineering Laboratory and the Program Engineering Laboratory will work very closely together. The Program Engineering Laboratory was structured to ensure functionally aligned engineering resources are aligned with program needs. The Program Engineering Laboratory Manager is responsible for providing the technical leadership and management of approximately 80 project engineers responsible for ensuring successful execution of all engineering tasks. This is a critical interface that requires close coordination with Business Development, Program Office, IPT Leads, and Engineering Functional Departments (Systems, Hardware, Software and Logistics).

Program Engineering disciplines include: engineering project leadership, project management (planning, and executing) and forecasting engineering workload to help assure that engineering has or obtains the appropriate resources to support growth and execution.

  The Project Engineer is responsible for program execution 

(technical performance, cost and schedule), pursuit execution (deal-to-win, IPDS tailoring, system architecture design, technical volumes and basis of estimates), workload forecasting (awards and pursuits), and communications.

Roles and Responsibilities:

Program Management:

     * Oversees program execution to ensure engineering teams execute 
       programs in accordance with cost, schedule, technical and 
       process commitments. Briefs leadership on execution status. 
     * Establishes and approves the technical approach and associated 
       engineering bid for all new business pursuits. 
     * Represents Engineering as a key customer interface in 
       conjunction with the Program Management Office and Business 
       Development organization 
     * Personnel Management: 
     * Coordinates with Engineering Functional Departments (Systems, 
       Hardware, Software and Logistics) for engineering resources to 
       execute engineering tasks. 
     * Assists Program Engineering Management in workload forecasting 
       for awards and pursuits and keeps Engineering Labor Forecast 
       System current.  
     * Supports the development of and adherence to strategic and 
       tactical training plans for employees. 
     * Technology:  
     * Participates with Systems Engineering Lab, Program area, and 
       business development in defining the technology roadmap, 
       associated costs.  Works with functional areas to assure that 
       we are developing the engineering staff capabilities in these 
       areas.  
     * Financial:  
     * Responsibility for engineering cost accounts including 
       establishing the approved engineering budget and the monthly 
       analysis and reporting using EVMS. 
     * Engineering Process: 
     * Ensures IPDS Gates are established and executed in accordance 
       with approved, tailored process requirements. 
     * Strong advocate for process improvement (e.g. CMMI, R6sigma).  
       Leads and sustains Raytheon 6sigma focus within the 
       organization by sponsoring projects, overseeing execution, and 
       approving results.  Has working knowledge of how the CMMI 
       behavior set is used to improve organization efficiency and 
       effectiveness.

Required Skills:

     * Minimum of 10 years related overall Engineering and Leadership 
       experience. 
     * Familiarity with DoD? design philosophies (product lifecycle), 
       or Raytheon Integrated Product Development System (IPDS). 
     * Good working knowledge of the bid and pursuit process, program 
       management, risk and opportunity management, EVMS and schedule 
       development. 
     * Strong business acumen and with demonstrated analytical, 
       decision making and problem-solving skills. 
     * Able to work effectively in a highly-matrixed environment.  
     * Excellent communication skills (written, verbal and 
       presentation) with ability to collaborate effectively and 
       independently with individuals at various levels including the 
       executive leadership team and customers. 
     * Ability to multi-task and be flexible in their daily work 
       environment.

Required Education:

     * B.S. /B.A in Engineering, Science or Mathematics.  Advanced 
       degree preferred.

Other Requirements:

     * Minimum of 2 years experience in program management. 
     * Raytheon 6-sigma specialist or equivalent. 
     * Ability to obtain a secret clearance. 
     * Frequent international travel (Eastern Europe)

Desired:

Related technical background knowledge in radio frequency systems, video systems video compression and power distribution, and related areas is highly desired.

Prior work experience in the European theatre.

Fluent in Russian or other Eastern European language.

Program Management experience outside of Engineering.

Existing Secret clearance

Description Products serviced include: RF, microwave, digital and analog devices; organizational and intermediate level test equipment; communication controls, power supplies, receivers, transmitters, antennas; and outdoor satellite test stations. We service in excess of 1,000 varieties of printed circuit card assemblies, SEM modules, and test sets per year, with an average monthly throughput exceeding 600 repaired items per month. Regular requirements encompass repairing printed circuit boards, including SMT and multi-layer circuit boards, repairing and modifying electrical and electronic assemblies, and trouble-shooting mechanical and Electro-mechanical assemblies to the component level. Repair tasks range from the simple to the extremely complex.

We have in excess of 120 test staitons available, capable of System or Unit testing, utilizing over 1,500 individual pieces of test equipment. We have immediate access to engineering support on-site. Indianapolis has a current Depot workforce in excess of 250 personnel; the vast majority contribute directly to completed proudct through technical expertise. Indianapolis Depot operations are fully compliant with ISO-9001:2000, and all repair product work areas are in full compliance with MIL-STD-1686C. All repair personnel are certified to ANSI J-STD-001B for soldering/workmanship.
